The Association of Public Safety Communications Officials (APCO) International previously released a whitepaper on accessing 911 from Private Branch Exchanges (PBX) and Multi-Line Telephone Systems (MLTS). "PBX/MLTS is an issue which has been overshadowed by other technologies," said APCO on its home page, "but the problems associated with this technology have not been fully addressed."
